100% Hold Baggage Screening (HBS) is a requirement stipulated by the International Civil Aviation Organisation (ICAO) that came into effect in February 2000 which stipulates that all outbound baggage has to be screened. HBS is currently in operation at all ACSA-managed airports as well as a number of other airports in South Africa.
ACS has been mandated by the airlines operating from and within South Africa to procure and maintain the HBS systems and equipment. As part of this mandate, ACS is required to manage the operations and appoint specialist service providers / contractors to support the operations.
All HBS equipment and operating protocols are subject to South African Civil Aviation Authority (SACAA) approval in terms of the provisions of the South African National Aviation Safety Plan.
